What is the Carbon Border Adjustment Mechanism (CBAM)?

The Carbon Border Adjustment Mechanism (CBAM) is an important trade policy tool developed by the European Union (EU) to prevent carbon leakage and create a sustainable economy. The primary goal of CBAM is to prevent sectors subject to carbon emission restrictions within the EU from relocating to countries where these rules are not enforced and to eliminate the competitive advantage of products from countries with lower environmental standards. This aims to protect domestic producers while ensuring environmental sustainability.

This regulation provides for the pricing of imported products based on their carbon content. For example, products imported into the EU from carbon-intensive sectors such as cement, iron and steel, and aluminum face certain costs in line with their carbon content. Thus, it prevents products with high carbon emissions during production from gaining an advantage in the EU market.

CBAM and Fair Competition

CBAM contributes to the fight against climate change by creating a fair competitive environment between domestic producers and importers within the scope of the EU's Emission Trading System (ETS). Entering a transitional phase on October 1, 2023, CBAM has imposed a carbon emission reporting obligation for companies exporting to the EU. With this regulation, which is expected to come fully into effect by January 1, 2026, products exceeding a certain level of carbon emissions will be required to be priced through CBAM certificates.

Priority Sectors of CBAM

The Carbon Border Adjustment Mechanism prioritizes sectors with high emission potential that play a significant role in international trade in the context of combating climate change. These sectors have been identified as areas where carbon emissions are most prevalent and require emission reductions.

The sectors that are primarily considered under CBAM are:

  1. Iron and Steel
  2. Cement
  3. Aluminum
  4. Electricity
  5. Fertilizer
  6. Hydrogen

With the implementation of CBAM, it is expected that firms in these sectors will bear greater responsibility in the EU market and reduce their environmental impacts.
